Most Requests for Quotations (RFQs) and both informal and formal solicitations will be processed by contracting officers and designated staff. Bids must be submitted no later than the specified time for each bid; late submissions will not be accepted. Bidders are responsible for ensuring they have downloaded or obtained the most complete and up-to-date version of the bid documents, including any addenda.  

Amended bids submitted without the necessary addenda will be deemed incomplete and rejected. All responses must be submitted by the deadline indicated in each solicitation; late responses cannot be accepted.

MHA is dedicated to enhancing the quality of affordable housing opportunities in Little Rock and the surrounding areas. In addition to developing high-quality housing units, MHA acknowledges that essential components such as quality shopping, schools, medical services, and recreational facilities contribute to thriving neighborhoods.

MHA actively explores partnership opportunities with both public and private organizations to approach neighborhood revitalization in a comprehensive and inclusive manner. We are open to discussions regarding neighborhood planning and investment initiatives sponsored by other entities. Additionally, MHA occasionally seeks support for its own activities through Requests for Proposals (RFPs) or Requests for Quotes (RFQs). 

MHA continuously evaluates methods to enhance the quality of the multifamily rental units within its portfolio. Through the low-income housing program and various financing mechanisms, MHA collaborates with developers to redevelop or rehabilitate units in its housing stock. Moreover, MHA actively seeks opportunities to acquire and redevelop or renovate multifamily rental communities.

Project-Based Voucher Program

MHA plans to launch its Project-Based Voucher (PBV) program in the summer of 2016. This initiative will allow developers to submit proposals for projects that incorporate MHA-administered project-based vouchers. The voucher assistance will provide a stable income stream for the selected projects.

MHA recognizes the significant value that single-family, owner-occupied homes bring to communities. To this end, MHA is exploring partnerships with home builders and renovators to introduce more single-family homes into the Little Rock market. Additionally, MHA will collaborate with developers to identify strategies for reducing development costs and purchase prices, thereby increasing the availability of affordable units in the single-family housing inventory.
