DRAFT ANNUAL PLAN FOR FISCAL YEAR 2026
METROPOLITAN HOUSING ALLIANCE (MHA)

The Metropolitan Housing Alliance (MHA), the Public Housing Authority (PHA) for the City of Little Rock, Arkansas, announces the availability of its Draft Annual Plan for Fiscal Year 2026 in accordance with the U.S. Department of Housing and Urban Development (HUD) regulations at 24 CFR Part 903.
The Draft Annual Plan outlines MHA’s mission, goals, and objectives for serving the housing needs of low-income families and presents operational and policy changes for the upcoming year.

Public Comment Period:
The Draft Annual Plan will be available for public review and comment for a period of 45 days, beginning August 4, 2025, and ending September 18, 2025.

Viewing Locations:
The Draft Annual Plan may be reviewed at the following locations during regular business hours:

Public Hearing:
A Public Hearing will be held to receive comments on the Draft Annual Plan.

The Central Arkansas Housing Corporation (CAHC), a nonprofit corporation serving the Little Rock Housing Authority in acquiring and developing affordable housing throughout Central Arkansas, is continuing its search for qualified applicants to join its governing board. ALL applicants are welcome.  

One seat is held explicitly for a resident of a CAHC property. The CAHC desires applicants who are passionate about affordable housing and public service. Any relevant experience in the following fields/backgrounds is beneficial, but not necessary:  

  1. Service on Public Commissions/Civic Boards
  2. Construction and/or Real Estate
  3. Finance
  4. Nonprofit Service.

Board members serve for a 3-year term with an option for renewal. Interested parties should submit a letter of interest, resume/CV, and at least three references, directly to the current board members listed below. The deadline for submission is 5:00 p.m., Tuesday, July 22, 2025.

Dear Prospective Board Member,

The Little Rock Housing Authority (LRHA) is seeking to fill a position on its Board of Commissioners. The primary responsibilities of Board Members include:

  • Reviewing financial reports, Housing Choice Voucher operations, and asset management performance,
  • Approving agency policies and property management activities,
  • Reviewing and approving the Annual Plan submitted each October; and
  • Participating in officer elections and other governance activities.

Board meetings are held once per month (typically the 3rd of 4th Thursday), with reports and materials distributed one week in advance for review.

The agency is led by an experienced Executive Director who manages daily operations and ensures full compliance with HUD regulations and federal guidelines. The Board’s role is to provide policy-level oversight and guidance, not day-to-day management, thereby ensuring a balanced and efficient governance structure.

To maximize your contribution and understanding of board responsibilities, LRHA strongly recommends that members pursue the Commissioners Certification offered by industry-recognized organizations such as the National Association of Housing and Redevelopment Officials (NAHRO) or the Public Housing Authorities Directors Association (PHADA).
