Title of Position: Affordable Housing Compliance Manager

SUMMARY
Our ideal candidate will be a seasoned professional with supervisory experience as well as a depth of knowledge of affordable housing programs including LIHTC, Section 8, HOME, and PBV. This individual will be an excellent communicator, adept at interpreting and explaining program requirements, and committed to holding to high standards of compliance with program policies, procedures and regulatory requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Ensure all properties comply with all affordable housing program requirements.
- Maintains accurate income limits, rent limits, and utility allowances in property management software.
- Conduct regular audits of tenant files; review and approve move-in files.
- Maintain up-to-date knowledge of affordable housing laws and regulations, and implement necessary changes in company forms, policies and procedures.
- Provide training and guidance to compliance, leasing, and property management staff on affordable housing compliance requirements.
- Develop and maintain compliance manuals, checklists, and other tools to assist in compliance efforts.
- Serve as the primary point of contact for LRHA Management’s team regarding compliance-related matters.
- Supervise, mentor, coach and evaluate leasing staff.
- Prepare and submit required compliance reports to regulatory agencies, investors, and other stakeholders.
- Ensure accurate and timely documentation of all compliance activities, including tenant certifications, income verifications, utility allowance and rent adjustments.
- Maintain comprehensive records to support file audits by regulatory agencies.
- Address and respond to file audit findings and implement corrective action plans as needed.
- Ensure property files are prepared for inspections by regulatory agencies and investors.
- Supervise, monitor and develop effective tracking tools to ensure recertifications are completed in a timely manner.
- Ensure LIHTC lease-up schedules are met.
- Collaborate with external partners, such as housing authorities, auditors, and investors, to ensure program compliance.
- Act as a liaison between the company and regulatory agencies on compliance matters, maintaining positive relationships and clear communication.
- Monitor changes in affordable housing regulations and adjust compliance strategies accordingly.
- Identify and implement best practices to enhance compliance processes and reduce the risk of non-compliance.
- Lead initiatives to improve operational efficiency and effectiveness in related to leasing and program compliance.
- Performs Other duties as assigned.
EDUCATION and/or EXPERIENCE
Bachelor’s Degree in Business Administration, public administration, housing management, or similar field; and a minimum of 3 years experience in housing management; or equivalent combination of education and experience.
