Homeownership

In September 2000, HUD published the final rule permitting Housing Choice Voucher (HCV) participants to use their voucher payments toward the purchase of a home. Due to the significant interest from clients participating in the HCV Program at the Little Rock Housing Authority (LRHA), a decision was made to reimplement the Homeownership Program.

On April 16, 2015, the LRHA Board of Commissioners approved the re-establishment of the Homeownership Voucher Program, which will allow more HCV participants to become homeowners. Initially, only voucher holders participating in the Family Self-Sufficiency (FSS) Program (including those with disabilities) were eligible.

However, LRHA has expanded the Homeownership Program to include all other eligible participants in the HCV Program. Specifically, a qualifying HCV participant will be selected if there are no qualified applicants from the FSS Program when a voucher becomes available.

Below are some of the criteria clients must meet to qualify for homeownership assistance:

  • The family must be admitted to the Housing Choice Voucher program.
  • The family must qualify as a first-time homeowner or may be a cooperative member.
  • Non-disabled/non-elderly/elderly families must meet the Federal minimum income requirement of $14,500. The family's gross annual income must equal the Federal minimum wage multiplied by 2,000, based on the income of adult family members who will own the home.
  • Attend a first-time homebuyer education class and obtain a Certificate of Completion (the class must be HUD-certified).
  • Complete all requirements and conditions set by a credit counseling agency.
  • Maintain acceptable credit for loan financing.

Family Self-Sufficiency Program

In FY14, Congress combined funding for the Public Housing Family Self-Sufficiency (PH FSS) and Housing Choice Voucher Family Self-Sufficiency (HCV FSS) programs into a single initiative serving both populations.   

The Family Self-Sufficiency program empowers families assisted through the Housing Choice Voucher (HCV) program, Public Housing (PH) residents, and residents of Native American Housing Assistance and Self-Determination Act-assisted housing to increase their earned income and decrease their reliance on welfare assistance and rental subsidies.  

Through the FSS program, low-income families living in assisted housing are provided with opportunities for education, job training, counseling, and other social service assistance, equipping them with the skills necessary to achieve self-sufficiency. 

The FSS program is administered by Public Housing Agencies (PHAs) in collaboration with Program Coordinating Committees (PCCs). The PCC typically comprises representatives from local government, employment and job training agencies, welfare agencies, nonprofit organizations, local businesses, and assisted families.

FSS program enables HUD-assisted families to increase their earned income and reduce their dependency on welfare assistance and rental subsidies. 

Public Housing Agencies (PHAs) collaborate with a Program Coordination Committee (PCC) to secure commitments of public and private resources for the operation of the FSS program, develop the PHA’s FSS Action Plan (the FSS policy framework), and implement the program.

Once an eligible family is selected to participate in the program, the PHA and the head of each participating family execute an FSS Contract of Participation that specifies the rights and responsibilities of both parties. The term of the FSS contract is generally 5 years, but the PHA may extend it for another 2 years for good cause.  

The FSS contract also incorporates the family’s individual training and services plan (ITSP). The ITSP is the document that records the family’s plan. That is, the series of intermediate and long-term goals and the steps the family needs to take – and the services and resources they may need to access – to achieve those goals.  

Some services coordinated through the program include child care, transportation, education, job training, employment counseling, financial literacy, and homeownership counseling. Services are generally not provided by the PHA but outsourced to community service providers. 

The PHA establishes an interest-bearing escrow account for each participating family. Any increases in the family’s rent due to increased earned income during the family’s participation in the program result in a credit to the family’s escrow account. Once a family graduates from the program, they may access and use the escrow for any purpose. 

The FSS program is available to Public Housing (PH) residents, Housing Choice Voucher (HCV) program participants, and recently, residents of project-based rental assistance (PBRA) projects. 

Eligible families should discuss participation in the FSS program with their local PHA. Please note that FSS funding for tribes only applies to the PH FSS program. Also note that if you are a PBRA resident, you will need to contact the PBRA owner of the property where your unit is located (if different than the PHA) for more information.

Goals of the LR ConnectHome Initiative at the Little Rock Housing Authority

  • Develop Innovative Models: Create new frameworks to provide broadband infrastructure and offer residents free or discounted services to enhance broadband Internet adoption. 
  • Enhance the Value of Broadband Internet: Increase the value of broadband by providing residents with localized, free, and culturally sensitive training in essential digital literacy skills, enabling them to utilize high-speed Internet effectively.
  • Ensure Sustainable Adoption: Promote sustainable broadband Internet adoption by supplying devices and technical support to our residents while reallocating existing resources to enhance and sustain the efforts of ConnectHome.

Employment Training Services

The Little Rock Housing Authority (LRHA), through its affiliate, Central Arkansas Housing Corporation (CAHC), has partnered with several key organizations to provide training, education, and job placement assistance.

All programs are free to residents, and the goal is to help them achieve financial independence and stability while finding jobs that promote career advancement. This initiative serves as a pathway to building self-esteem and self-worth, empowering families to become active and viable members of the community.

Services are offered at our partners’ facilities and various LRHA communities for convenient access.

Partners

Little Rock Workforce Development Board

The Little Rock Workforce Development Board (LRWDB) provides services to both youth and adults, including career counseling, skills attainment, job readiness and retention preparation, educational training, and GED/HSED preparation. They also offer summer youth employment and job search assistance. LRWDB is at 5401 S. University Ave, Suite 146, Little Rock, AR 72209.

Our House

Our House offers job training, job search assistance, adult education, reentry services, life skills courses, and other programs for eligible residents referred to Our House Career Center, located at 302 E. Roosevelt Road, Little Rock, AR 72206.

Shorter College

Shorter College provides on-site recruitment and outreach services within LRHA housing facilities, assisting residents in achieving their education and training goals. It offers access to early college/dual enrollment opportunities, prepares students for career requirements, and helps develop essential work habits.
