Neighborhood Stabilization Program (NSP)

What is the NSP?

NSP is a program that was established to stabilize neighborhoods whose viability has been and continues to be damaged by the economic effects of properties that have been foreclosed upon and abandoned. NSP2 is a term that references the Neighborhood Stabilization Program funds authorized under the American Recovery and Reinvestment Act of 2009 that provides grants to states, local governments, and a consortium of public and or private entities on a competitive basis.

How can NSP2 funds be used?

  • Purchase and rehabilitate homes and residential properties abandoned or foreclosed
  • Demolish blighted structures
  • Redevelop demolished or vacant properties
  • Establish financing mechanisms for purchase and redevelopment of foreclosed homes

  • $8.7 Million in NSP2 funds
  • Completion goal: 100 units
